It is most likely similar to the Peacock Ore and Coke--you can only buy NQ versions from the Hamlet vendor.

I Imagine the NPC at The Golden Bazaar also sells some new items.
I'm pretty sure you can get the skin at the alehouse hamlet
Still don't know where to get Aqueous Whetstones though
