Cannot see NPCs for Endwalker MSQ

I was doing ENDWALKER main story quest in Old Sharlayan, and cannot see the NPC's for:

1. The Next Ship to Sail (Krile)
2. Old Sharlayan, New to You (G'raha)

I had my friend login on my account on his computer and he sees all the NPCs just fine. So I believe my PC is the problem but am unsure what it is that is causing this bug.
