Crafter action "Trained Finesse" ignores the "Player Effects Volume" setting

Crafter action "Trained Finesse" ignores the "Player Effects Volume" setting when used by self or by others.

Area and coordinates: Sharlayan and Radz-at-han are places I've heard it

Steps:
1. Begin a real or Trial synthesis as a level 90 crafter
2. Reach 10 stacks of Inner Quiet (prerequisite for using Trained Finesse)
3. Turn Player Effects Volume to 0 and apply setting
4. Use a crafter action other than Trained Finesse and confirm lack of sound effect
5. Use "Trained Finesse". Sound effect for the action is still audible

Note: The sound can also be heard when other players use the action even when the "Other Players" volume is set to 0. Did not test if it happened for the Party Member setting.
