No there not generally out by now. There generally out shorty after the maintenance starts.

I kinda expected the trillium and crawlers cocoon to provide mats for some of the new recipes since they were only introduced last patch. Already gathered a few to make a killing from the impatient crafters who must make stuff as soon as the servers are up..
