Wondrous Tails not changing

I'm not sure if this is how it should be working, but every time I turn in my wondrous tails I seem to get the exact same book back. I have seen with other people that the quest levels assigned change, but mine are always 1-49, 50, 51-59 and 60. I'm now level 79 and it's annoying to me that I never have a wondrous tails block I can use in appropriate leveled dungeons.

Is there something I missed that unlocks this changing?

Pretty sure it's just rng, you've just been unlucky (or lucky, depending on how you look at it!)

I don't think so at this point. I've turned in enough of the books that it's extremely unlikely I wouldn't have had at least one different block.

There are no requisite quests associated with the unlock once you get it so there is no issue there. It's not uncommon to receive duplicates of the upper portion of the journal. I have personally had the same seal layout on the top row for several weeks in a row on multiple occasions. I won't say it's common for it to not change at all but it is certainly possible. As long as the rest of your journal is changing, it's safe to assume that the rng mech is working as intended. However, if you are indeed getting the EXACT same journal every week, that would indeed be puzzling, in which case you would need submit a support ticket.
