First of all, creating multiple threads about the same issue doesn't help.
To answer your question:
You need to be fully naked (vanilla underwear) in-game.
Then Log-out and subtab your character and go to character creation. But it doesn't work anyway at the moment because of Server being overloaded with log in requests.
