Wondrous Tails - Gold Certificate not an option

I tried to request this ingame but the GM's sent me to the forums.
For the first time ever, I managed to get 3 lines on my Wondrous Tails book.
I have a level 90 character, yet when I go to Khloe with the book I cannot
choose the Gold Certificate as an option. Is this a bug because of new patches, or have things changed and it no longer guarantees a Gold Certificate?

did you obtain the WT before you hit level 90? If so you won't get the gold certificate as an option until you turn it in and retrieve a new one.

I'm in the exact same situation, I've only today attained a lvl 90 character. I really don't understand why it would matter that I didn't have a level 90 character, it's not like I get special rewards, I'd still need to turn it in as a lvl 90 char to get the tomestones of aphorism. Basically being cheated out of a golden certificate, which if I had prior to the expansion I could spend right now, so what's the difference there?
