Performance issues.

Hello. Been dealing with this issue for a while and i'm getting kind of desperate (though it's only gotten really bad in the last few days) so i thought i'd ask here if anyone had a similar thing.
The game will mostly run between 13-19 Fps, sometimes it'll be normal for a few seconds after i log in, sometimes it'll jump sporadically but it mostly stays there and messing with the graphics settings makes basically no difference. The closest thing to a fix i've found is lowering the resolution to 1280x720p which still only gives me like a stable 25fps, which seems a little ridiculous. Since i started playing about a year ago performance hasn't been great which i initially blamed on internet connection or my CPU, but that and a lot of the other usual suspects don't seem to be the cause here since this doesn't change whether i'm in a highly populated area or one that isn't at all. CPU is Intel core i7 and my graphics card is NVIDIA geforce GTX 1050. If there's any other information i can provide that would help diagnose the issue please let me know, i'm reinstalling the game right now and generally at the end of my rope.
