Crystarium, and Old Sharlayan both have plenty of space where the noise and effects wouldn't bother anyone.
Instead, we have to go out into the boondocks somewhere to optimize our rotations..
Also, the Reset striking dummy enmity function should also reset all cooldowns.
I did find a quick way to get to a dummy without going anywhere.
Enter a dungeon you've completed in explorer mode. You get the option to plant a dummy, and do a couple Limit Breaks as well.
Unfortunately, I don't think you can use this to practice while waiting an an actual duty queue.
