I am new to these forums, and FFXIV to some extent. I was just wondering if anyone could either tell me or point me in the direction to find out, when the rename and transfer services will be available to use?

Sorry, but we don't know any more than is in their lodestone post. It looks like they're waiting for the congestion to go down, which might take a while.
They haven't specified a date yet as they probably don't even know themselves. Sorry that I don't have better news.
