After a long testing for a friend of mine (system error at launcher start and login dx11 errors) we found a solution that may help you others too:
FFXIV uses the internet explorer and the one from my friend was broken so we reset
the IE to default settings and after that it worked perfectly fine. he could download and login. i hope it can help you others.
