Whenever I have FFXIV open and active, my microphone volume goes to 0 in Windows. When I alt-tab out of FFXIV, it returns to normal volume. This only just started happening after the Endwalker expansion. I put the game in windowed mode and had my mic settings up side by side and watched the behavior. FFXIV is the only application on my computer doing this.
