Make sure your chat is in "Say" mode, not Party, Alliance, or Free Company.
Also, I'm pretty sure it's case sensitive. Also make sure you type it without the quote marks.

In /say chat, type a sentence containing the exact phrase; Noughts and Crosses
For example:
/say Noughts and Crosses
or
/say Let us play a game of Noughts and Crosses
You must be in /say chat.
You must be near the target golems and have them targeted.
The phrase is case sensitive, so capital N and C is required
