Warriors have access to Surging Tempest at level 40

Class/Level: Warrior Lv40
Steps:
1. Sync down to Lv40-50 content

Pretty sure this isn't intended, warriors have access to the surging tempest buff at level 40 now thanks to mythril tempest changes, but you have to use mythil tempest on single targets to get the buff.
