DirectX Error 11000002

I'm posting this again since no devs or mods decided to acknowledge the issue and I will keep posting it until they do.

This particular problem has been going on long enough, for some people it's been more than a year.

The solutions which are being provided DO NOT WORK and not even once did the dev team explain what exactly is the problem - they always ask for the config file, if the game is installed on main drive and then to start the PC without no others programs running.

This points out the fact they have no idea what's happening and therefore can't help us.

So, mods / devs / whomever is responsible for this, give a statement. Do you know what is causing these errors or not?
