HW Relic will not complete

1. Acquire Archaic Enchanted Ink
2. Talk to Ardashir in Azys Lla with ink and Relic in armoury chest
3. Watch cutscene
4. Relic not upgraded to Lux


This is the final step in the HW relic chain and it's broken. Done it three times with identical results. Hand the weapon and ink over to Ardashir, watch the cutsene, told I am given the new relic but upon looking at it in my Armoury Chest it's not the Lux but rather the previous step and I still have the ink.
