Unable to summon retainer from Limsa Lominsa

Steps:
1: Click Retainer Bell
2: Summon retainer
3: Become stuck as game does not allow movement or opening of any menus whatsoever, retainer is never summoned.
4: Wait 15 minutes.
5: Disconnect myself.
6: Login again
7: attempt steps 1-7 3 more times.
8: Go to Retainer bell in Uldah.
9: Summon Retainer Successfully.

I have not tried summoning in Gridania, but I have no problems in summoning my retainer in Uldah. I get stuck whenever I try to summon her in Limsa Lominsa.

Edit: One thing to note, These problems started for me when I attempted to dispatch my retainer from the Limsa Lominsa bell to the Uldah Market Wards (tinkerers row), which was already full. It was around that time the Durandal wards crashed I believe. Ever since then, I have been unable to summon my retainer from Limsa Lominsa.
