Shouldn't they increase ground mount speed?

A bit disappointed when I finally get a hand on those mount speed increase scrolls and realise they only make your ground movement speed as fast as flying...

I imagined it would make ground speed faster for sure since flying is pretty fast itself already, but not faster than flying doesn't seem right. Might as well fly all the time since it removes the geographical boundaries.

Personally, I think it's fine the way it is. Flying is meant to be the fastest way to the travel until you get those scrolls. Then it's equal. Still faster to fly though since you can fly over lots of geographical obstacles.

With full ground speed, your chocobo is actually still slower on the ground than in the air.

Yeah, the riding maps are relics from pre-flight days.
It seems like they're still making them because they feel it would be weird not to.
Oh well, at least they're still useful in Bozja/Zadnor.
