Recently whenever i play i start having issues with my mouse. It randomly stops responding for 1 second at random intervals, which is really bizarre since, after a week of testing, i realized it only happens on the game itself and not in any another application.
I really want to know if this can be solved, since i already tried updating my drivers and even a new mouse to no result. I've tried playing windowed, full screen and borderless as well, but the problem persists.

I appear to be having the same issue using a Logitech G502 mouse. As the OP, I have updated drivers and firmware (mouse, GPU, motherboard where applicable). Unfortunately I can't state exactly when I began to experience the issue, but I believe it has been occurring randomly for the last several months.
Most notable issue in game problem is: Using mouse right & left buttons to move, character will randomly stop for no reason ( no terrain obstructions ). Often this results in character taking damage / debuff / KO while trying to avoid attacks.
I'll gladly change to a different optical mouse if there is one known to not have this problem.
