I think you're mixing Monk up with Samurai/Dragoon, which are getting buffs added to their AOE combos. Monk isn't, presumably because Monk's form system lets you switch between single target and AOE seamlessly.
You say this and now I feel like I heard that too... but that's possible that I'm confusing it with another job.
Either way, even if they said it in the live letter, that was still all subject to change, so it's possible they said it would apply the buff then changed their minds. Or it's possible we're both misremembering, and even if we are, they can still choose to have it apply in the final notes.
I'll say that if samurai and dragoon are going to have theirs applied (and not just extended) then monk should get their applied too. But we know how they like to neglect monk, so..... my expectations are low. Like, how long did it take them to add that form shift extends greased lightning after black mage got to extend its buffs with transpose?
Warrior is also getting their damage buff applied in their AoE combo. If Monk doesn't get it applied, it will be the odd one out.

Just to confirm, Monk is getting their damage buff applied with Four Point Fury as well. Has been renamed Disciplined Fist.
And and Leaden Fist crit positional. The only positionals left are closers.
I missed the removal of positionals on Opo opo stances, this isn't looking good. I could have dealt with them removing Twin Snakes and True Strike, but this is going too far.
