FATE "Barking Mad" does not trigger in Rak'tika Greatwood on Zodiark

Steps:
1. Upon arrival on the coordinates and waiting for a bit Foul Echo monsters show up, moving to the FATE location.
2. Monsters move around a bit for 10 minutes but the Singing Bows NPCs that are supposed to fly in on griffins never arrive. Monsters disappear without FATE being spawned.
3. After around 5 minutes from disappearing they show up again and loop continues. Completing all other FATEs on the map doesn't make it trigger either.
4. After travelling around Light Datacenter servers I observed similar issue on Shiva but I can't confirm it 100%. On Phoenix and Twintania for example, FATE spawn properly.
