Duty Find Penalised Me For Others Not Joining

Steps:
1. I joined the Main Scenario Roulette, a DPS failed to join and the Duty Find CLOSED (I was no longer in DF, not like normal when you stay in while it looks for a replacement)
2. I had to click Join again in DF
3. Did this a total of 3 times, each time DF closed when the player failed to Commence
4. The fourth time I clicked Join I got a 30 minute PENALTY for someone else failing to Commence.

WTF is this?

Three times the DF popped up to confirm, each time I clicked Commence, each time it timed-out due to one or more DPS not Commencing, each time I was left no longer in the DF and I had to got back to the Duty Finder panel and click Join again.

At no time did I 'abandon' it.

Why was I penalised?

You got the penalty because it was a party member that didn't commence. The entire party gets the penalty. When it removed you from the duty finder queue, you should have done a ready check to find out if your party member was ready. Queueing 3 times when they are AFK is causing all the other people doing that content to have a false alarm because your party is not actually ready.

I wasn't in a party!

I had been (bot not leader) but dropped before opening DF .. guess SE's servers didn't notice, but my client clearly showed I had left. :(

That's unusual then.
