Hotbars not triggering properly

I'm running into an issue where, on my tank class for instance, I have 3 hotbars for abilities. HB1 is bound to regular 1-=, HB2 is bound to keypad keys, and HB3 is bound to SHIFT+1-=, and I use my Razer Naga MMO mouse to control those key combos. The first two Hotbars work perfectly fine, but the third one does not. I tried setting keybinds to the keys on the mouse, but they would trigger HB1. I made macros to trigger holding SHIFT+1-=, and it STILL triggers HB1. If anybody has a fix for this issue, I'd greatly appreciate any assistance.
