What the Hell is going on?

this is the third time this dang map has shown up in my attempt at getting the treasure map achievements. https://imgur.com/8r5qyi3 as you can see it looks like it can be found easily enough but i have SCOURED EVERY inch of the Churning mists trying to find tthis prize and before someone trys it i have tried looking it up on http://heavenswhere.com/ and others and this dang map ISN'T LISTED! what the Fudge have i done to get screwed on this map? have i had a funky bug catch me, or has this nonsence been a bug in the actual game and i am just missing it all?
