"Ho Ho Ho" FATE never spawning

I've been doing FATEs in Eastern La Noscea since yesterday trying to get this particular one that spams Jolly Green, a Hunt mark. I saw the same FATE cycling over 3 times but this one never appeared. Is there a trick to this? Any special conditions for this one to spawn?

That FATE spawns down in the pond where the crashed Garlean Juggernaut mech lays so just hang around there and it will eventually spawn. Also the ways FATEs are programmed is that there can only be a certain amount active in a zone at any one time, and some are programmed to spawn more regularly, which can 'block' more rarer ones from spawning unless they're completed.

I also suspect that if you need a FATE for say a specific quest (like the ARR daily Hunts), then that actually lowers the chances of that FATE spawning even more if you're spending a lot of time waiting in that zone. Try rezoning for a little bit and then returning as that sometimes helps too.

Well I logged off and in again after a day and it still never spawned, even after clearing a lot of other FATEs... some of those I cleared at least 3 times in a row but Ho Ho Ho still never spawned. I guess it is either bugged or I do have REAAAAALLY bad luck.

If it truly is bugged on your particular server, try using the world visit system and see if you have better luck on another server for a bit.
