Ghon Gon is in the SW part of the town, past the cart, in the little pen with animals at (X:12.5 Y:10.3)

If you are truly bugged on this step of the quest,then abandon it and re-take the quest back up near the zone-in.Oops, can't do that for MSQ if I remember correctly
There are no NPC's with MSQ symbols above their head. Moreover, when I do speak to them, it does not advance the quest. This is so frustrating I'm stuck and cannot progress any further!
