Hello, I found the NPC for Blue Mage in Limsa Lomsa.
He had a quest called out of the Blue.
But I actually want to be Red Mage because I've been told they are a hybrid DPS class, balancing Melee and Magic.

The requirements to unlock RDM (and the other Stormblood Job SAM), are completion of the ARR main scenario quest 'The Ultimate Weapon', and completing your level 10 class quest (where you can unlock other classes and Jobs). You also have to be at least level 50 in order to accept the quest.
The quest npc is found in Ul'dah, near the Ruby Road Exchange (the market), as I recall near the gateway out into Central Thanalan.
You also must own the Stormblood expansion (if you have a later expansion, this includes Stormblood).

SB, ShB, and EW jobs don't have story requirements at all.
You just have to be the appropriate level and able to travel to the questgiver's location. This has the side effect of requiring that if you started in Limsa Lominsa but want a job from Ul'dah or Gridania; or you start in Ul'dah or Gridania but want a job from Limsa Lominsa, you have to do the Lv15 Envoy MSQ so that you can cross the sea, as the ferrymen deny you passage until the Envoy quests. However, this is strictly a side effect of travel restrictions, and not a requirement of the quests themselves. It's also an incredibly unusual road block for someone to hit, because in practice it only affects people who create a new character and then immediately buy a job level boost but not a story skip.

How do I buy Stormblood?
If you don't pay a monthly subscription, you are on the free trial, so go to the Square Enix store (make sure it's the store for your region) and buy the Complete Edition.
If you do pay a monthly subscription, you are not on the free trial so go to the Square Enix store and buy Shadowbringers.
Neither of these will include the upcoming expansion, Endwalker, which releases in a month. You could buy Endwalker instead of Shadowbringers, but then you won't be able to access red mage for a month.
If you don't pay a monthly subscription (on the free trial) and want to get Endwalker instead, you can buy the Starter Edition and then Endwalker.
