Server full / returning players ?

So a few friends of mine are comming back from XI that originally setup on melmond for XIV and quit about 2 weeks in. One of them has deleted his character as he wanted to reroll as something other than an anklebitter but when done so and he has created said character he is not able to choose Aegis due to it being full... I know it's tight on the boundaries but is there not a 1 out 1 in policy? or someway of getting him on this server as a special exception ?

Failing that are we able to get transfers out so we are able to play with our old crew?
