Character Transfers to another Sqaure Enix account

My Brother & I share an account because he didn't have the money to afford the game let alone the subscription fees & I couldn't afford to pay for 2 copies of the game as well as for his fee at the time (just as a side not this was back in ARR when the free trial wasn't a thing). When he was able to afford the game & Sub fees only to learn that you can't transfer his character to his account. I've never seen this in an MMORPG before. I'm assuming that it's to stop people from transferring their characters to avoid bans but that's not fair to Friends & family who couldn't afford to pay for the Game & Sub fees during the time when Free Trials wasn't a thing. There should be a 1 time character transfer for both accounts. What I mean by 1 character Transfer I'm talking about Each account has 1 transfer & if you Transfer a character to one account to another that means both accounts have 0 transfer so stop the people from abasing the this. Just put like $50 for a one time transfer so people like my brother don't have to lose their progress.
