Frequent Rubberbanding, Excellent Connection

Hey guys,

So since maybe 2-3 months ago I've been playing on Behemoth server and have been experiencing constant, intermittent rubberbanding; most prevalent while in duty roulettes, but also in cities and hubs like Eulmore and Ul'Dah.
This makes high-end alliance raids and bosses almost unplayable, the rubberbanding would last up to 5-10 seconds sometimes and I would instantly die to a mechanic.

My connection is wired, and rated as excellent in the login screen. I opened the recommended ports for my router for FF14 as well and still have the same issue. My ISP is Spectrum. I've done some research its pointing to bad routing nodes or its a problem server side.

Funny thing is I didn't have this problem when I was playing the game last year, it seemed to start when all this server congestion has become a major problem. I also started playing FF11 a week ago and haven't had any issues either. Any help would be greatly appreciated.

Likely on SE's end, servers are stretched to the limit right now.

Platform? (Steam/Windows/Mac etc.)
Are there other programs being used when running FFXIV?
When the disconnect occurs/How often? Does it happen at a specific time frame or day?
Does this only happen to one character or all characters?
