In the far east end of East Shroud, there is a lot of overgrown/decaying machinery, mostly appearing to be large gears or wheels, and some other bits. This all not too far from a section of Baelsars wall. Is that something dating back to V1.0?

I can't remember if anything happened specific to that in 1.0 but it's all Garlean airship debris. The wheels are how the ships are propelled. Considering how close the debris is to where the Slyphs live and how much the Garleans hate beastmen, the Garleans probably tried to write a check they couldn't cash and paid by having their fleet zapped by our favorite floating beard.
It's just old Imperial wreckage. Some Juggernauts and I guess what are presumably meant to be bits of their assault craft. Wouldn't think too much about it since it seems like they copy pasted the same models over the area with the occasional re-scaling.
If I recall correctly, it's the consequences of this v1.x cutscene where we were introduced to the mooglesguard.

That wheel thing is actually the cereleum engine that powers them - it seems to work like an aeolipile, an ancient Greek forerunner to the steam turbine, or else like a catherine wheel (that's why you see aetheric jets of gas shooting out of the 'prongs' on it, it's what's making it turn and thus provides the propulsion).
Anyway, getting back on track, Catapult and Wyssahtyn are totally correct - it's wreckage from the Garleans' first disasterous attempts at storming the Black Shroud before the Calamity, and of course, the forest keeps it's secrets. ;)
