Chat Log Delay

Ever since patch 5.5 dropped I've been experiencing a delay in my chat log on a daily and consistent basis. I've confirmed this while in call with friends who will react to something said in chat while I have to wait 15-60 seconds for the message to appear for me. Messages will often drop in large batches too making it hard to keep up with conversations because by the time I'm able to read what is being talked about the conversation has already moved on. Every other aspect of my connection to the game is solid.
I've tried multiple things:
-Submitted a tag in the official forums
-Purchased a VPN
-Updated firmware on my Spectrum modem, calibrating my modem
-Performed a clean re-install of XIV

I really don't know where to go from here. My rig is new, I built it this spring. Everything worked fine until 5.5 dropped.
