World Transfer Name Change Priority

When transferring a character to another World, which has a character using the same name, is there any kind of priority for actively subbed characters over level 1 no sub no activity characters, or is the character that moves the one that has to change their name regardless?

I've searched around for an answer some already, and read information suggesting both ways, with no definitive answer

As far as I know, if the name is taken then you would have to change yours. I don't know of anything that would allow you to force another person to change name.
