Is it possible to remove the bars next to party members names?

Not sure what to call them. Action bars? casting bars?
The bars that you see filling up when some one is using an ability.

When actually trying to pay attention to peoples HP i am finding them extremely distracting. I would much rather just have a clean box with everyones name and HP. I've had a look through the settings but there are a lot of settings and i'm not sure what the official name for them is.

They're called cast bars. They only show up when a partymember uses a spell.
As of right now, no, there isn't a way to remove them.
Granted, if-and-when you get to the point where you do full party content as a healer, it's a nice thing to have so you can see what your co-healer is doing.
