Unable to purchase items from past Moonfire Faire events! NO OPTION to!! Please Help!

I was told that I can purchase items from past Moonfire Faire events but the only items that I am allowed to exchange tickets for are new items!

Someone in game told me to talk to "Commander of event items" in Limsa but there is NO "commander of event items" anywhere in Limsa.

I completed the event and got the mount

Where do I really go to purchase past items?

You can, but only the fireworks.

All other past Moonfaire items (clothing) are now only available on the Mogstation for real money.
