Blacklist is working?

i have blocked a person but when i went to pvp that person was on my team again and again, i shouldn't be able to stay on same intance as that person or at least be put on opposite team.

Blacklist don't make it so you will not run into them in queued instances.

All blacklist does is prevent them from joining party finder and you receiving tells/ seeing chat messages.

Plus, if blacklisting worked for pvp, you could just blacklist every good player so you never get in a match with them.

What do you mean by 'baddies'? Do you mean people who have made your time playing XIV bad? Or bad players in PVP?
