Unable to find An Ill Conceived Venture (Retainer Quest)

I am well into Shadowbringers and have not completed the quest mentioned in the title and I am unable to locate this quest in any of the 3 major cities.
I am unable to hire any retainers as I have not completed this side quest.
Please help! I'm not sure what's going on. I have checked my completed quest list and cannot find the quest either.

Mayhaps a bug? Please I need to sell stuff on market board

Ill concieved venture is just to send retainers on ventures, not to hire a retainer. To hire a retainer, go to a retainer vocate in any major city.

If you want to unlock ventures, you will find the quest in your starting city.
