9S Minion not following rules as specified in patch 5.58 notes (detailed and revised)

Steps:
1. Alliance defeated the boss "Her Inflorescence" at the instance "The Tower at Paradigm's Breach"
2. Party members opened chest of our party Alliance (Alliance A)
3. Observed the contents and of the 2 minions that are supposed to appear as stated from the "Patch 5.58 notes", only the "Smaller Stubby" minion appeared, and not the "9S Automaton".

The details of the above 5.58 patch notes are inconsistent with the loot details of the previous YoRHa Dark Apocalypse Alliance Raids from the 5.5 patch notes. Here are the patch 5.5 notes from the Lodestone website

Since the release of patch 5.5, the drop rate of minions Pod 054 and Pod 316 from "The Copied Factory", along with the 2P Automaton, and 2B Automaton from "The Puppets' Bunker" are always seen in their respective loot lists of their respective alliance raids.
However, only one of the minions from "The Tower at Paradigm's Breach" appear between either the Smaller Stubby or 9S Automaton. These two minions do not follow the above rules of the minions that appear from "The Copied Factory" and "The Puppets' Bunker", even after the patch notes specify the exact wording of how they will appear from the loot lists and will be distributed among the players.
