I can't for the life of me figure out the use. You get a few seconds extra HP WITHOUT HEALING UP THE ADJUSTMENT so it is useless in every bit of content right off the bat. If it healed you up the dif in HP, I could see it be somewhat useful for surviving a TB maybe but oh my gods, what a waste of resources of having a new 'better' version of something that will never be used each expansion.
And no, it being used as a healing item is no reasonable arguement for allowing it to exist the way it currently is. Have the potion do something else than (de)buff HP or remove it all together.

It's historical, and it can't be removed because Alchemists have to make one for a job quest and wouldn't have much of anything to make if one removed all of the no-longer-required potions in game. -

I have heard of them being used in savage coils. There are situations they could be used to allow the party to survive a mechanic the way tanks do.

To me it just seems like it would be a colossal waste of time/resources to go through the entire game to remove all of the potions - and it might impact things like quests that utilize them.
If it's not being used, the simplest thing to do is to just let it exist and not be used. -

Obviously this is a pipe dream but lost action style buffs that do something visible rather than passive and statistical would be rad. Like would it break the game to get a second sprint via potion? Or heck, hour long town runspeed buff? -
