I've got no idea how to unlock the duty finder stuff that lets me do that MSQ, i read that you need to talk to Thancred in the Waking Sands from a thread on here but he has nothing for me, and Urianger in Waking Sands is only giving me quests that unlock "Extreme" on the later primals. Thancred also has nothing for me in the Rising Stones.
What quest are you on?
You need to unlock The Bowl of Embers (Hard), The Navel (Hard) and The Howling Eye (Hard).
To do that, you need to do these quests in order.
