2. Didn't get Vexed emote as a reward, waited for Stern Saucer Attendant to spawn in the area
3. No Stern Saucer Attendant has spawned, quest hasn't shown up, despite logging in and out, leaving the area and coming back and doing The Great Horn Heist again.

As far as I know, you don't get the emote from the quest itself. A NPC at a nearby bar should have another quest (a regular sidequest, I believe) that you can take which will give you the emote reward.
