Launcher game download is real slow

I've done lots of research into this looking through forums and such to see what I can do first. I have made sure to have ports for my router open for FFXIV, I have Power cycled my modem, and I have done a fresh boot and done what i can on my computer to make sure the files and net can download fine. My internet speed is much faster with everything else and only slows down with FFXIV.

I can be patient and wait the 6 or so hours for it to download, but if i can speed it up in some way that would be amazing.

I would absolutely LOVE someone to help us with this. I cannot wrap my head around this issue.

Steps I took:
-Port Forwarded all the TCP routes from another thread
-Followed the Internet Explorer advanced settings options (allowed to download without signature, etc.)
-Allowed FFXIV through my firewall (also tried disabling firewall)
-Power cycled modem
-Rebooted my PC after changing all the settings
-Disabled startup programs and made sure nothing else is running, downloading, or streaming.

On wireless, my laptop downloaded the game at 10 mb/s. My PC that is connected to ethernet is downloading at 1.7 mb/s.

Please help! 3-hour download rates for expansions are awful :(

The download speed is of course limited by SE's servers, which are seriously stressed these days with all the new players. The issue is most likely not on your end.
