FPS & CPU usage after patch.

I just got the new patch and upon starting the game:

it's windowed and in a small window despite my settings saying full screen 1900x1200

running at 1-5 FPS despite earlier that night running at solid 60

connection on the character menu saying poor despite everything else I have being fine


Can anybody help me? I've been playing to get my mind off things lately and it sucks not being able to at the moment; that, and I don't want any of my subscription time being wasted unable to play.

I have already re-installed the game and nothing changed.
