It's possible, yeah. Either that or it will be a Feast reward. Normally I'd like to see it available in-game, but the FF XIV Store would be the lesser of the two evils here. I guess it's also a possibility that they will add it as an MGP reward to coincide with the Make It Rain event, but I doubt it.
no they're not adding anything new - if you look at the details of the maintenance it says

At this point, it will be the next Feast reward. Which is a shame if we consider that ranked PvP is dominated by few groups of players and their alts.
