PC Framerate Stuttering/Jittering

After upgrading both my motherboard and CPU with a fresh install of windows, my FFXIV performance has completely dropped. I have tried most combinations of ingame settings (frame rate limiter, fullscreen/windowed, highest and lowest rendering settings) along with the Nvidia external settings (vsync, G-SYNC, limiting framerate). I also ran a fresh install of my GPU driver. Unfortunately none of these attempts have solved the issue. This is not the case for any other game I've played of both higher and lower performance requirements.

Any help would be greatly appreciated!

i have spent years with different hardware dealing with the stuttering issue, though i haven't had this issue in a long time. and people post all sorts of contradictory information, so maybe what i'm going to say won't work for you

but in my experience:
* don't use gsync
* play in borderless windowed (because tabbing in and out of fullscreen can cause, or sometimes fix, the stuttering)
* keep the frame limiter on at 60 fps
* oh, and don't set vsync manually. the game does that. i always assumed the frame limiter was just a cap, but running nvidia frameview confirms that it does indeed turn on vsync

Windows 10 had a Windows Update yesterday that deliberately slowed down Final Fantasy XIV. Microsoft has been slowing down the game with their Windows updates since about December. It is not your PC, it is Microsoft.

ah yes, i have also had the stuttering issue come back after updates. but nvidia driver updates, and rolling back to a previous driver helped. i just stayed there for a while and didn't update until several drivers had been released
