Warships, access, If that is what you mean I think only the Empire has them at the moment.

The transportation airships are near the adventurer's guild in each town. You just pay money to board them, there is nothing to do to gain access.

You have to farm your kazham keys first, bro.

Adventurer's guilds each have an elevator going up to airship landings except for Gridania's, which is downstairs.

i think he means those hot air balloons attached to a row boat, see post above...it also cost 5k a trip

It costs your level x 100gil per trip.
If your highest level is 17, then you will only have to pay 1700gil
