Bad Lag and Rubber Banding for over a week

I am a new player who just subscribed last week. I played from Australia in the Typhon world in thr Elemental Data Centre. Since last week, both me and my wife have been having very bad lags. I rebooted my router and run tests on my internet. They are all good. When I did a tracert and ping test from my internet to the elemental server, I noticed huge packet loss during peak hours. Packet loss happened after hop 4. It’s usually between 18% to 25%. I love the game but the lagging is really making me doubt whether I can continue to enjoy it.
