Character transfer question.

So, i wanted to make a new character on Jenova to join a "friend" but it was congested. I was told i could make a new character on a standard world, not new or prefered. I even checked my mailed to get everything. Got to level 10. Stripped naked. I tried to do the transfer and my characters server wasnt on a list of servers i can transfer from, to Jenova. I'm on Cactuar. Anyone know whats going on? I even did the quest required on the website.

If you are only level 10. just make a new character on the server your friend is. Find out the non-peak hours of that server so it will allow you to create a character there. Servers open up when there is not a lot of ppl online. For Example if the population of that server is mostly U.S players then try to create a character between 1am-5am U.S time when most players are asleep :) This way no need to spend for transfer.
