Outlandish man does not appear

I am stuck at the quest 'a time to every purpose', for this quest i have to advence in the crystal tower series but in order to start this series i need to accept a quest named 'legacy of Allag'. The NPC (= the outlandish man) who should give me this quest does not appear in my game.

I completed all the storyline 2.0 to 2.55 (including the ultimate weapon), I'm a level 54 Summoner . Now I completed the quest with Rammbroes (killing 3 monsters near the camp) but the outlandish man does not appeart. He should be in Mor Dhona at x:21 y:8 but in my game the npc doesn't appear.

I have checked if I maybe allready picked up the quest or maybe allready completed it but that's not the case. I have checked off all previous requirements for the quest but still no luck. I sincerely think this is a bug.
