"The number of timeworn artifacts received upon completing Delubrum Reginae has been increased from one to three.

There's not a lot to the notes, but you should probably be a bit more specific.

Gonna take a guess and say that he means this line

"The number of timeworn artifacts received upon completing Delubrum Reginae has been increased from one to three."

You can't get these from Dalriada anyway, so I'm not sure what you mean.

I'm just gonna go ahead and assume they mean either the ability to transfer worlds while in the character menu, helps a lot when your world is currently overloaded or simply dead, or the nerf to the relic grind.
Because all other changes were expected.

You can get 2 Raw Emotions from DR simultaneously while you get 3 Timeworn Artifacts, making it a much more efficient grind.

Glad about this. I was barely getting 3 DRs done a week, and hardly logging in anymore. Just doing and playing other things. Looks like it was a good thing I didn't really try too hard with the relic grind.

You don't get the mettle reward nor the chance at the notes which many need and with that terrible drop rate spamming Dal will continue to be a thing. I need the artifacts too but getting the emotions was never the problem it was the artifacts.
